Ultimately the goal is to have them be on grade level but if that is not realistic at this point, the make the goal attainable. IEPs are revised each year for this purpose. You don't want to have an unattainable goal. However, you have to start on the actual instructional level when teaching. I would work on prerequisite skill to the actual grade level standard. Giving students goals that would not be able to attain set them up for failure. Starting from their instructional level and building on that would be beneficial to students. Also, involve specialist and parents.
