Tutoring
I feel as if every student has a tutor at some point during their education. Now, my question is, when looking for a tutor, do you think it would be disrespectful to have the students teacher be their tutor and get more help? Or should the parent of the student look for a tutor outside of the school?

I don't think it would be offensive at all to inquire, just be mindful that teachers already dedicate lots of their personal time to their students, and could not have time to tutor outside of class time. Many schools will offer after-school tutoring programs that certain teachers may help out with, this would be a great way to make sure students are receiving the help they need and that it is relevant to their specific coursework.
