Going directly to the parents can cause mistrust between you and the student and will ultimately return to them not listening to you and the problem getting worse. Only go to the parents if the other methods have still not yet worked. I feel that if the teacher has exhausted all the options available at the school using their resources and the situation still is progressing then i would call a parent teacher conference but not until ive used all of the options available to me. If it is still happening maybe the parents could get involved but this is not the first step to take. The teacher needs to try to handle it within the class. Calling the parents could also exacerbate the problem.
