  Case: Cliques
I have two students who are acting out towards the other students. They are both girls who pick on the girls with less friends. How do I stop this without crossing my boundaries as their teacher and not their parents?

I personally would address the entire class. You don't have to mention any students names or examples. The students who are involved will know who they are. While address the entire class I would mention there could be consequences if the behavior continues.
