The student may not be very sociable and want to engage too much with other students. Maybe getting them introduced to one or two to start would be a good idea so they won't be completely overwhelmed. Keep in mind that the student is ESOL. By involving him in a lot of group work could overwhelm him and make him feel even more uncomfortable. This is not where the problem lies so I would not do this. Some group work can help tremendously, but I think a better approach would be to have a culture day where students can learn about many cultures and empathize with them more.
