  Case: Siblings
I noticed that there were a pair of twins in the course. The twins would sometimes act out together and make fun of other students, I have reached out to the parents and they continue to bully other students. I have written them up numerously and it does no good, what else is there to do to keep the siblings out of trouble?
Solution: (Rates are posted for this solution!)
I would attempt to separate the twins with where they sit in the classroom where they cannot speak to each other during class. Additionally, I would try meeting with the students and finding out why they are doing it. If necessary, walk your class to their lunch and specials, and explain to other teachers (music, PE, art) that they are having problems and to keep them separated.

Comments: Separation is the best course. Twins also have a tendency to develop a dominant twin that does all of the speaking and decision making, while the other does less thinking and speaking. Separation will allow them to find themselves. That's not to say that they can't eat lunch together or something along those lines, but school work should be done separately.

Comments: I like that this solution tries to discover why the students are behaving as they are, and also tries to remedy the situation by making change, rather than by punishment or something extreme. If this does not work, more extreme measures might need to be taken, but it seems wise to try to alter the situation in whatever way you can first and maybe the behavior will resolve with some simple creative changes.
