I think this situation can be handled in the classroom or at least with the parent. After that I'd look into breakfast and lunch services for him, make sure he gets the forms, and if after that the hunger issue comes up I would advise a superior because at that point I'd be concerned about what the child's home environment is like if he's still coming to school hungry and crying.
