This should be a rule in the classroom of respecting fellow students. If there is not any rule set up addressing this issue, a rule and consequences needs to be made. The student then needs to be held accountable to their actions. If the student continues to do this, consequences needs to be given. The teacher needs to be consistent with the consequences.
