Some of the students do not respond to this type of redirection. See is doing it frequently and parents and other teachers are starting to complain and she is getting a reputation for being "The Mean Teacher". Is this something I should address? Solution: (Rates are posted for this solution!) I would let her know the nicest way possible that her tone of voice is having a negative effect on students an their parents. She has to come up with better ways to handle the students.
