The parent does not see that this student is missing out on much of her education. How do I get the parent to see the importance of education for her daughter? Have a heart to heart conversation to show you both care for the student and want them to be in the best situation possible. I would work with your school counselor on ideas on how to support this student. I would be nervous about approaching the situation like this.
