This is a tough subject in the fact that as educators its not our place to discourage a student from being shy, some people are shy their entire life and shy is usually seen as a negative but it should not be. However if this student is not participating in class on some level this is an issue. I would encourage this teacher to allow this student several ways to respond. Using paper to respond or an ipad to use interactive response to answer or share her answers with one peer this student is closest to.
