The teacher has seemed to just give up and lets them go, and then MAYBE says something to them when they eventually return. I think that this behavior is absolutely unacceptable and every time it happens the student needs to have consequences. If it happens enough times, students will understand that they cannot do it anymore without facing a consequence. It may take extra time and effort, but every time it happens, I think the teacher needs to have some form of consequence in place.
