  Case: Takes notes on I-Pad
I have a strict no-technology during instruction policy. Two students are taking notes on I-Pads and clearly are using them for more than just note-taking. Am I being too strict? If not, how should I approach this situation?

I think technology can be beneficial in the classroom with strict ground rules on what would be appropriate use. You should not bend on your policies due to students not listening to them, reestablish expectations and revoke privileges.
