The twins would sometimes act out together and make fun of other students, I have reached out to the parents and they continue to bully other students. I have written them up numerously and it does no good, what else is there to do to keep the siblings out of trouble? Solution: (Rates are posted for this solution!) I think it would be best to continuously have meetings with them when the behavior is not improving. Setting up an incentive or reward program for good behavior could potentially encourage the twins to stop bullying others.
