  Case: Below Level Readers
In Ms. Sands class she has numerous students that are reading at beginning reader level in the 4th grade. These students are continuing to fall further behind in all subjects because of this reading deficiency. When they are given verbal instruction or have the tests read to them, they are able to pass. But, when they are not read to, they fail. Due to the fact that they do not have an IEP or 504 plan, reading the test to them is not an ongoing option. Any suggestion?

I would create a Response to Intervention (RTI) plan for these students. This is a way to bring in parents, teachers, counselors, and administrators and set yearly goals for the students. This way everybody is involved and the student is aware of the goals that have been set without having to have an IEP or 504. The student also becomes aware of the extra work needed in order to get to the reading level that they should be at. Assigning the students a teacher mentor that meets with them briefly once per week to check for progress and report findings back to the team will help keep the student accountable. Mentors are preferably teachers who already teach the students in class and have easy access to progress and grades.

Comments: I feel this is an excellent the solution. It is important that the reader is aware of the goals.

Comments: An RTI is a great way to incorporate all involved in student learning. This can also give students the opportunity to improve their reading skills, but also give faculty the opportunity to see exactly how much they struggle with reading.

Comments: This is the similar to solution I suggested. Steps must be taken to get the student an IEP plan.

Comments: After re-assessing each student to determine their reading, comprehension, and fluency levels as an initial step, response to Intervention involving the teacher, respective parents, and the RTI team would be able prepare a plan to assist the student in attaining the determined goal.

Comments: I would also look to finding the student someone outside of teaching for a mentor. Of course after following proper protocols, students respond to members of the community that have a vested interest in their well-being too.

Comments: This solution will likely solve the problem and benefit the students in the long run. Also, it would prevent future teachers from having the deal with this issue.

Comments: I agree with using RTI. If the students don't have an IEP or 504 plan that doesn't mean we don't help them it just means we need to help them in a different way, which is were the RTI comes in. Allowing those students to get help so they don't fall further than they already have.
