Mr. Brown only has 5. As parents get their students grades they realize many students in Mrs. Smith's class are doing well and Mr. Brown has only 3 that are passing his class. Teachers don't have to have the same amount of grades but a teacher with more grades available can give a more accurate description of a students' progress.
