The pencil case would be returned but the student responsible wouldn't feel any sense of responsibility in the first place because he's being rewarded. This is because this can show kids that the possibility of stealing is okay because they will get rewarded when they turn it in. This is the wrong way to go about this situation. A lecture needs to be given about touching other people's things and how we do not steal. I feel that the students need to learn that taking something without permission is bad and will have consequences. If anything, I think this would enable them to do it again for another "reward." There is not a lesson or a consequence for doing something wrong. This is essentially telling students that stealing is okay because it will be rewarded. Punishment for stealing is necessary.
