However, later during the exam her cell phone begins to vibrate and an obnoxious "One Direction" ringtone sounds from the phone. The proctor is required by the PSC Code of Ethics to report any testing irregularities to the proper authorities (generally, the administration or testing-site coordinator). The student's penalty should fit the 'crime.' Invalidation of test scores, detention, or suspension are all relevant and necessary penalties. The proctor is not the one that should be forced to decide the penalty, but should instead simply comply with any investigation that may take place. In many cases, it could jeopardize the entire room's test scores because of a bad decision by a student. Students need to be aware that state-mandated testing should be considered as a very serious event and act in a professional manner while taking these assessments. However, there should definitely be a penalty for the student's choice to not give up the cell phone when asked. A good start would be to contact the parents and inform them of the seriousness of the situation. In addition, students will be distracted and lose focus over hearing this ringtone, and sometimes, depending on the length of time that has passed, will find it hard to regain focus. Administration should definitely be informed of this and should decided on any major punishment, and if the teacher wanted to assign any minor punishment as well (silent lunch, writing assignment, detention, etc.), as well, they should be able to. I would not make a huge seen by trying to take the student's phone. I would politely tell the student to step outside and contact an administrator. The student's test would then be invalid due to a classroom disruption. If students choose not to give their phone to a teacher then we cannot force them to, but if it goes off during testing they must be removed from the room. This irregularity will be turned in a decision will be made. I'm sure if all the student's exams are invalidated, then the social consequences will be high. If her test is invalidated then those consequences will be high. If no testing consequences occur, and you have good administration, the issue will be handled. Standardized testing should be taken seriously and students can be distracting by the smallest thing. Especially when it begins to play music, students will laugh and lose concentration. She had the opportunity to hand the phone over and she chose to lie about not having one. Her consequence should be given by the administration and if the individual teacher wants to give a punishment, he/she should as well.
